Design Changes
- The Bus lacked graffiti, and had mounted advertisements on the side.
- The Grand Valley sported a black soft-top roof by default, and had chrome bumper overrides.
- The Indiana had a mesh grille.
- The Namorra originally had fin-shaped tail lamps, and a different license plate position.
- Further into development, the new old-style light bar had blue and red light filaments.
- The Negotiator originally came in a dark-green colour, and sported 8 wheels rather than 6.
- The San Marino originally had pop-up lights, and different tail lights.
- The Wayfarer had one large grille rather than a split one. The front bumper also changed.
- The Zartex sported a modern-style red-blue lightbar, shared with the M700 and SWAT Van.
- The Security Van was originally exclusive to the 2006 Era.
HUD and Interface
- The hitmarker for locking onto vehicles and pedestrians resembled a Maltese cross.
- In the minimap, the colors of the icons were different, with objectives as green icons, main jobs being light blue, and side jobs colored pink.
Characters
- Several stripper-themed characters, including a cowgirl-based dancer, were cut.
- Corrigan had a different hairstyle and wore sunglasses.
- Slink wore green aviators and a green dress shirt, which would later be changed into orange and pastel pink respectively.
Missions
- In the 2006 Era, there was a mission that involved taking down Corrigan's security outfit, called BulletProof, and the car that was to be used is the Prestige, with Bishop's remains in the trunk. In that mission, Maria Cortez tells TK to find the car in Williamsburg, Queens, and use a ramp at the parking lot opposite BulletProof HQ, taking out the guards and getting out, leaving the car inside. [1] The mission was meant to be unlocked alongside Bear Cage and Home Wrecker, but it was cut.
- In the 1978 Era, there was a mission called Turkey Shoot that involved going to the police compound in the center-north of Manhattan (near by the docks), and destroy the garage's helicopters. This mission was meant to be unlocked alongside Gift Wrapped, but it was cut.
Miscellaneous
- Online multiplayer was planned to be in the game.[2]
